Atomizers, much like e-cigarette atomizers are pretty well documented, and look like a fun DIY build. "Drip" style atomizers are a bit of a hack that the e-cigarette crowd have been using. It can produce a very dense fog with little actual power (~5VDC @ 5W) and tightly controlled airflow.
Hazers are another animal entirely... probably not what you're looking for.
Geysers are yet another method, and I really should do a service/cleaning on ours... when I do, I'll post pics on here so you can see how one is laid out. I can say that the Chauvet units we use are pretty impressive for the price, and they come with LEDs to simulate "pyro".
Since you don't want to inhale your fog, you can use stage fluid, which comes in a variety of formulas and viscosities. I don't want to endorse any one business, but shops such as Guitar Center usually stock the chemical side of what you're looking for.
Interesting, I have been thinking maybe using a little electric filament nichrome wire wound around some fibre glass wool soaked in vegetable oil or the fog machine liquid. Seems this is how the most of these devices work. Guess I just have to give it a go.

Put the nichrome in a block of ceramic and you have a 5 watt resistor. That would probably be the easy way.
